Navy BAS — Basic Allowance for Subsistence Explained

TL;DR — Quick Answer

Basic Allowance for Subsistence (BAS) is a monthly tax-free payment to offset the cost of food. For 2026, enlisted BAS is approximately $452/month. Unlike BAH, BAS is the same rate regardless of location — but whether you actually receive it depends on your living situation.

What is BAS?

BAS is a non-taxable allowance intended to cover a service member's meals. The rate is set annually by the USDA and adjusted for food cost inflation. For 2026, the enlisted BAS rate is approximately $452.56/month. Officers receive a slightly different rate (around $311/month) because they have historically been expected to pay for their own meals at all times. BAS is separate from BAH — you can receive both simultaneously. Together with base pay, these three components form the core of military compensation.

Who receives BAS?

All enlisted sailors on active duty are entitled to BAS. However, if you live in the barracks and eat at the galley (dining facility), your command may deduct a meal rate from your pay — effectively taking back most or all of your BAS to cover the cost of galley meals. This is called "meal deductions" or "comrats status." Sailors who live off base or are authorized to miss meals at the galley receive full BAS with no deductions. Married sailors living off base always receive full BAS. When you deploy on a ship, meals are provided by the ship's galley, and your BAS is typically collected to offset the cost of feeding you.

BAS vs. galley meals

The galley (chow hall) serves three meals a day at no additional cost to sailors on meal deductions. The quality varies by installation — some galleys are excellent, others are notoriously bad. If you are on meal deductions, you are essentially trading your $452/month BAS for three meals a day, which works out to about $5 per meal. If you live off base and receive full BAS, $452/month for food means roughly $15/day for groceries. Most sailors find this adequate if they cook at home, though it can be tight in expensive areas if you eat out frequently. BAS is meant to cover sustenance, not dining out.
