Special Warfare Boat Operator (SB) follows at $35,000, then EOD and SEAL (SO) at $30,000, and Aviation Rescue Swimmer (AIRR) and Cryptologic Technician Maintenance (CTM) at $25,000. Special Operations Future Sailors who clear the elevated PST standards add a flat $20,000 EBPST. Most rates cap at $50,000 total EB. The Loan Repayment Program adds up to $65,000 on top, separately.       • Hall of Fame up to E-3 — the most elite recognition at Recruit Training Command (RTC), awarded Navy-wide rather than per division. Requires exceptional performance in every training metric: top-tier scores on all three academic exams (typically 90%+), "Outstanding" on the final Physical Readiness Test (PRT), near-perfect uniform and personnel inspections, held a division leadership role with strong performance, and zero remediation, infractions, or negative marks across the full training cycle. Senior leadership roles positioned to compete:
    • E-3 →Moderate
      3 years of JROTC completed (any service branch). Straightforward if your high school has the program — three school years of enrollment.
    • E-3 →Hard
      Eagle Scout (BSA) or Gold Award (GSUSA) — the highest youth scouting awards. Typically takes years of participation and a capstone service project.
    • E-3 →Hard
      Associate's degree (or 48+ semester hours / 72+ quarter hours of college credit, 100-level or higher from an accredited institution). Two years of full-time college.

      Civil Air Patrol Earhart Award. Uncommon — only a small fraction of CAP cadets reach this level.

    Ways to accelerate E-4 after you're in

    • Very HardMeritorious Advancement Program (MAP) — Command-nominated promotion that skips the exam entirely. Each command gets a small seasonal quota of MAP slots and hands them to the top performers based on evaluation ranking. Fastest path on paper, but you're competing directly with every other sailor at your command.

    Responsible for tactical radar air traffic services for aircraft entering, exiting, or operating within the Amphibious Area of Responsibility, and assigning close air support holding points and entry/exit routes for target areas as necessary.

    Responsible for the control of Instrument Flight Rules/Visual Flight Rules aircraft departing, arriving to, or transiting through airspace and airfields within the Naval Station's/Naval Air Station's RATCF area of jurisdiction.

    Requirements

    • Member must attain the RATCF rating as certified by an Air Traffic Control Specialist (ATCS) Examiner in accordance with qualification guidelines outlined in the NAVAIR 00-80T-114 NATOPS Air Traffic Control Manual to earn this NEC code. Member must submit NAVPERS 1221/6 with Commanding Officer's recommendation to BUPERS-312 for awarding of this NEC code.
    F04AAdvanced Radar Traffic Controller

    Provides approach control service either radar or non-radar at a terminal air traffic control facility for arriving and departing VFR/IFR aircraft and, on occasion, enroute aircraft.

    Requirements

    • Must possess a current medical recommendation for Flying or Special Operational Duty (DD 2992) signed by a Naval Flight Surgeon.
    F05ACarrier Air Traffic Control Center Controller

    Directs pilots of carrier based aircraft in making approaches and departures on CVs using radio communications and carrier controlled approach radar systems.

    Requirements

    • Must possess a current medical recommendation for Flying or Special Operational Duty (DD 2992) signed by a Naval Flight Surgeon.
    F06AAmphibious Air Traffic Control Center Controller

    Direct pilots of Amphibious Assault Ship based aircraft in making VFR/IFR departures and approaches on LPH/LHA/LHDs using radio communications and surveillance and carrier controlled approach radar systems.

    F07AAir Traffic Control Manager

    Manages Air Traffic Control functions at sea and shore facilities, including manpower, equipment, natural resources, reporting, airspace, and instrument procedures.

    F08ACarrier Air Traffic Control Center (CATCC) Operator

    Performs fundamental CATCC functions commensurate with appropriate skill set. Performs as Aviation Management and Control System (ADMACS)/Flight Operations Management System (FOMS) operators in the CATCC environment, and as Precision Approach and landing System Final Controller. Target acquisition is performed utilizing CATCC Direct Altitude and Identity readout (DAIR).

    F09AFacility Rated Terminal RADAR Approach (RAPCON) Controller

    Requirements

    • NEC code will be awarded upon attaining the RAPCON rating as certified by an Air Traffic Control Specialist (ATCS) Examiner in accordance with qualification guidelines outlined in the NAVAIR 00-80T-114 NATOPS Air Traffic Control Manual. The Component NEC requirement may be waived if certification is acquired as outlined in NAVAIR 00-80T-114 NATOPS Air Traffic Control Manual. Submission of NAVPERS 1221/6 with Commanding Officer's recommendation to BUPERS-312 to request awarding of this NEC code is required.
    F10ARated Carrier Air Traffic Control Center (CATCC) Controller
